MEDIA Sub-Programme
The MEDIA sub-programme of Creative Europe supports the EU film and audiovisual industries financially in the development, distribution and promotion of their work. It helps to launch projects with a European dimension and nurtures new technologies; it enables European films and audiovisual works including feature films, television drama, documentaries and new media to find markets beyond national and European borders; it funds training and film development schemes.

Training

Creative Europe MEDIA supports training in Management, New Technologies and Scriptwriting.  These courses allow European Producers, Distributors, Scriptwriters, Directors and Games Developers to increase their competence and their competitiveness on the international market.

Audience Development

One of the priorities of the MEDIA Sub-programme is to support audience development as a means of stimulating interest in and improving access to European audiovisual works in particular through promotion, events, film literacy and festivals.

The Audience Development support scheme includes two actions:

  • Film Literacy. Support is available for projects providing mechanisms for better cooperation between film literacy initiatives in Europe with the aim to improve the efficiency and European dimension of these initiatives. 
  • Audience Development Events. Support is available for audience development events focusing on innovative and participatory strategies reaching out to wider, especially young, audiences with European Films.

Festivals

The MEDIA Sub-programme supports over 100 European festivals every year that are notable for their particularly varied programme of European films, engaging with the general public and large numbers of professionals.  One of the priorities of the MEDIA sub-programme of Creative Europe will be to support audience development as a means of stimulating interest in and improving access to European audiovisual works.

Applications for Festival support must include Audience Development initiatives, in particular initiatives aimed at young audiences.

A minimum of 70% of the programming presented to the public during the festival or a minimum of 100 feature films (or 400 short films) must originate from countries participating in the MEDIA Sub-programme.

Within this "MEDIA Sub-programme countries" programming:

50% of the films must be non-national.

At least 15 of such countries must be represented.

Access to Market

The MEDIA sub-programme of Creative Europe aims to facilitate access for European professionals to trade events and professional audiovisual markets by supporting European umbrella stands at major markets, encounters, co-production fora, conferences and databases.  MEDIA provides an umbrella stand for European professionals at major audiovisual markets such as MIP TV, MIPCOM, the Cannes Film Festival and the Berlinale.  Activities taking place in and outside of countries participating in the MEDIA sub-programme may be supported.

MEDIA directly supports special interest and thematic markets such as the Documentary Forum, the CARTOON Forum and smaller niche markets and Documentary seminars coordinated by the European Documentary Network.

MEDIA also supports database and online tools such as Cineuropa.

European Organisations can apply for funding to operate Market Access events.

Support to International Co-Production Funds

The Programme supports co-production funds that have existed for at least 12 months, and whose main activity is supporting international co-productions. It encourages cooperation with countries not participating in Creative Europe on the basis of joint contributions.

This scheme supports Co-production Funds from the participating countries which are investing in or promoting projects which are coproduced with non participating countries. You can find the list of Funds here: http://eacea.ec.europa.eu/creative-europe/actions/media_en 

There are substantial differences between the standard participation conditions for the Culture sub-programme and the detailed techncial specifications for the MEDIA sub-programme Calls. Consult the indivudal Guidelines for each scheme for details.

Registration

Applicants must register their company in the Education, Audiovisual, Culture, Citizenship and Volunteering Participant Portal: http://ec.europa.eu/education/participants/portal

The tool also allows applicants to upload different documents related to their organisation. These documents have to be uploaded once and will not be requested again for subsequent applications by the same organisation. These include:

1. The legal identification form signed by the person authorised to enter into legally binding commitments on behalf of the applicant

For private companies: extract from the official gazette/trade register, and certificate of liability to VAT. In certain countries, the trade register number and VAT number are identical.

For public entities: The legal resolution or decision to establish the organisation or other official document established for the public-law entity.

A copy of the organisation's legal statutes permitting to establish the European shareholding.

2. The Bank Identification Form

3. If the potential fund exceeds €60.000: The financial capacity form (filled in with the relevant statutory accounting figures)

For commercial companies: Complete and certified annual accounts (balance sheet, profit and loss account and the annexes) for the 2 most recent years available.

For non-profit companies: Complete and certified annual accounts (balance sheet, profit and loss account and the annexes) for the most recent year available.

At the end of registration you will receive a Participant Identification Code (PIC CODE). This code is unique for each company and will be requested in the application form.

If your company details change you must update them in the portal and upload the relevant new documents.

Online Submission

You will need Adobe Reader 8.1.5 or higher installed on your computer. On the application webpage you will also find how to test the eForm and useful advice on the Adobe security settings. The eForm must be saved on your computer (or local network drive) before you can start filling it in.
